Supported Employment is a well-defined approach to helping people with Mental Illness find and keep competitive employment. Competitive employment means working in the community at a job that anyone can apply for and that pays at least minimum wage.
Supported Employment is a successful approach that has been used by Employment Specialists. It is integrated with mental health treatment provided by a treatment team. People are not excluded because they lack job readiness or prior work history, or because of substance abuse, or symptoms.
Employment Specialists help people look for jobs soon after entering the program. They also help people access benefits, resources, and guidance in making decisions about job starts and changes. Support continues as long as clinically appropriate. Jobs are seen as transitions. Supported Employment follows the philosophy that all choices and decisions about work and support are individualized, based on the person's preferences, strengths and experiences.
In Malheur County, we have many barriers to employment. We live in an economically depressed county where unemployment is high and most jobs are agricultually based and seasonal. The unemployment rate is about 9% and typically the third highest rate in Oregon. We also have a high disability rate of about 20%.
Malheur County has a need for experienced educated workers. Most mental health peers lack both. Acquiring a basic education will benefit each individual, as even entry level jobs such as fast food restaurants and the like require a high school diploma or GED. A large percentage of peers lack this education.
Barriers such as a lack of public transportation and diversity of work also enter in. The benefits of making employment happen for individuals with disabilities are good support, grant funding for education and staffing and community partnerships. Making education and employment available for this segment of the population takes ingenuity and creativity. To insure recovery and treatment, grant money, public and private donations, and scholarships are very much appreciatd. Employment is good therapy and treatment. Having income, giving back to the community, making new friends and gaining a sense of belonging at a new job is empowering to our clients. All who offer support and show interest in Supported Employment deserve a thank you and much praise. The payoff is in wellness and positive growth for our entire community.
